3. Report Date: 6 September 1978

4. Occurrence Date: 16 August 1978

!5. Idcntification of Occurrence:

Failure to have one operable circuit between the offsite transmission network and ,

the onsite Class II distribution system contrary to Technical Specification 3.8.1.2.

6. Conditions Prior to Occurrence: ,

Mode 6 refueling.

7. Dzscription of Occurrence: ,

At 0830, 16 August 1978 Unit #3 was notified that the Unic #1 battery failed to meet the acceptance criteria of Surveillance Procedure SP-510, Weekly Battery Check.

The action statement requiring the suspension of all operations involving core alterations or po 4ive reactivity changes was entered. "A" and "3" diesel generators were arailable and operable. The battery was placed on equalizing charge and restored to specified requirements by 2130 on 16 August 1978.

8. Dasignation of Apparent Cause:

The cause of this event is determined to be. stratification of the electrolyte due to batteries being in a "no load" condition.

9. Analysis of Occurrence:

There was no safety hazard to the plant or public as no core alterations or reactivity changes were in progress at the time of this event.

10. Corrective Action:

Florida Power-Production Engineering is evaluating a Request for Engineering Informa-tion (REI) in reference to this recurring problem. Resolution will be based on Engineering information and recotanendations.

11. Failure Data:

This is the seventh occurrence of an event of this type.
