James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Inservice Inspection Program for Pump and Valves

Dear Sir:

Enclosed are three (3) copies of Revision 3 (Revision 2 was ncJ'r transmitted to the Commissicn! to the Pump and Valve Test Program (Attachment B), dated October 1, 1979. Revision 3 com-pletely supercedes all previously submitted Pump and Valve Test Program. These had been issued in Authority letters to the Commission dated March 9, 1979 (JPN-79-13) - Attachment B and September 1, 1978 (JNRC-78-48) Attachments 2 and 4.

Revision 3 of the Pump and Valve Test Program incorporates the numerous comments and corrections which resulted from the NRC staff and Authority working session conducted April 25-26, 1979 at the James A. FitzPatrick Site and subsequent clarification letters with the Commission. Additionally, the program has been prepared in accordance with subsections IWP and IWV of the 1974 Edition of the ASME Boiler and Pressure Vessel Code through the summer 1975 addenda and with the Commission's November 17, 1976 letter to the Authority which transmitted two (2) documents entitled, "NRC Staff Guidance for complying with certain provisions of 10 CFR 50.55a(g) ,

Inservice Inspection Requirenients" and "NRC Staf f Guidelines for Excluding Exercising (cycling) Test of Certain Valves During Plant Operation".

.. f Dt no the significant number of changes, the Authority's implemented Pump and Valve Program will not be in full compliance with Revision 3 until six (6) months following the Commission's approval of FitzPatrick's program.
