  • l .0 PURPOSE The purpose of this procedure is to provide instructions for the operation of the fuel handling building crane in a safe and proper manner.

2.0 DESCRIPTI0ft -

The Fuel Handling Building crane is a single trolley type crane located in the Fuel Handling Building. The crane is used for handling new fuel shipments, the spent fuel cask, and any other loads for which a crane might be needed. It has a main hook, an auxiliary hook, and two monorail hoists. The main hook is 110 ton, the auxiliary hook is 15 ton, one mono-rail hook is 5 ton, and the other hook is 3 ton. The main and auxiliary hooks are variable speed with maximum speeds of 5 FPM and 20 FPM respec .,

tively. The 3 and 5 ton hoist are also variable speed with a maximum speed of 20 FPM on both. The trolley and bridge traverse speeds are yariable with a maximum speed of 40 FPM and 50 FPM respectively. The trolley speed of the two monorail hoists is variable with a maximum speed of 50 FPM.

The horizontal motion of the Fuel Handling Building crane is limited (by limit switches) to areas not over fuel storage areas .1en in the normal mode of operation. There will be a key to override these limit switches when needed. All operations are controlled from the operator's cab, with the exception of the pendant control which can control bridge travel and the 5 ton monorail hoist (Fig.1 and Fig. 2).

There is a " Pendant or Cab Selector Switch" which has the function of ,

transferring operating power for the 5 ton monorail hoist to either the cab or pendant. When the pendant is operational, only the "STOP" button in the cab is functional. When the cab controls are functional, only the "STOP" button on the pendant is functional.

5.2 Whenever fuel assembly or control component lord is within one foot of .

any surface while being inserted or removed, do not exceed two (2) FFM (hoistandmainhook).

S.3 ,Whenever load is within five feet of wall, do not exceed two (2) FPM (trolley and bridge).

S.4 Key override will not be used without the 5nift Supervisor / Foreman's permission.

5.5 Insure proper signals are used. (See hand signals en attachment.)

5.6 Conduct of Ooerators 5.6.1 The operator shall not engage in any practice which will divert his attention while actually angaged in operating the crane.

S.6.2 The operator shall respond to signals only from the person who is directing the lift, or an appointed signal man. Hcwever, he shall obey a "STOP" signal at all times, no matter who gives it.

S.6.3 The operator shall be held directly responsible for the safe operation of his equipment. Whenever there is any doubt as to safety, the operator shall have the authority to stop and refuse to handle loads until safety has been assured.

,./ 5.6.5 If the operator finds the main or emergency switch open when

,! starting on duty, he shall not close it ur il he has permission i

from the Mechanical Maintenance Foreman.

5.6.6 If power goes off during operation, the operator shall immediately throw all controllers to the "0FF" position.

5.6.7 The operator shall familiarize himself with his equipcent and its proper care. If adjustments or repairs are necessary, or any defects are kncwn, he shall report the same promptly to the Mechanical Maintenance Foreman and shall also notify the next operator of the defects upon changing shift.

5.6.8 Before closing the main switch, the operator shall insure that all controllers are in the "0FF" position.

5.6.9 Contacts with runway stops shall be made with extreme caution.

5.7 The crane shall not be loaded beyond its rated load.

Main Hook 110 Ton Rated Load Auxiliary Hook 15 Ton Rated Load South Monorail 5 Ton Rated Load North Monorail 3 Ton Rated Load 5.8 Attaching The load 5.8.1 The hoist cable shall be free from kinks or twists and shall not be wrapped around the load.

5.8.2 The load shall be attached to the load block hook by means of sliras or other approved devices.

RP 1507-2 Revision 1 01/26/78 5.8.3 Care shall be taken to make certain that the sling clears all obstacles.

5.9 Moving the Load _

5.9.1 The appointed individual directing the lift shall see that the load is well secured and properly balanced before it is lifted more than a few inches.

5.9.2 Care shall be taken that there is no sudden acceleration or deceleration of the moving load, and also that the load does not contact any obstructions.

5.9.3 Cranes shall not be used for side pulls.

5.9.4 The operator shall not hoist, lower or travel while anyone i,s on the load or hook.

5.9.5 Personnel shall stand clear of suspended loads. .

9 5.9.5 The operator shall test the brakes each time a load approaching the rated load is handled by raising the load a few inches and applying the brakes. .

. 5.9.7 The load shall not be lowered below the point where less than two (2) full wraps of cable remain on the hoisting drum.

5.9.8 An operator shall be at the controls while a load is suspended.

5.9.9 The key operated travel interlock system for automatically limiting the travel area of the fuel handling building crane shall be imposed whenever loads in excess of 15 tons are to be lifted and transported with the exception of fuel handling bridge maintenance. / Except as specified in 5.9.9 and 5.9.10 above, loads in excess 5.9.11 of 3000 lbs. shall be administratively controlled so that they are handled at thc lowest practicable elevation and so that .

y I the center of mass of the load is: (1) maintained below elevation 348 ft.-0 in. or (2) maintained at such distance from the edge of a fuel storage pool containing irradiated fuel that should the load be released and tip over (such that the long dimension of the load was substantially horizontal) in any direction, the center of mass of the load would be at least six feet from the edge of any pool containing irradiated fuel. (T.S. 3.11.6)

. 5.9.12 A spent fuel shipping cask shall not be permitted in the Unit 1 Fuel Handling Building. (T.S.3.11.7) 5.10 Cabs 5.10.1 Necessary clothing and personal belongings shall be stored in such a canner as to not interfer with access or operation.

5.10.2 Tools, oil cans, waste, extra fuses, and other necessary articles shall be stored in the tool box, and shall not be permitted to lie loose in or about the cab.

5.11 Operators shall be familiar with the operation and care of fire extinguishers provided.

5.13 Make suie operating levers are returned to the neutral position after each operation.

5.14 At no time should hook or cable be submerged in pool. .

5.15 Use extreme caution when lubricating crane to avoid spillage of oil or grease into the pool. .

5.16 Qualification for Goerators .

5.16.1 Operators shall be required to pass an examination on the "Quali-fication Program for Operators and Directors of the Fu.31 Handling Butiding Overhead Crane for Fueling Operation," and a practical operating examination in order to be considered qualified.

5.16.2 The crane shall be operated only by qualified personnel or trainees under the direct supervision of a qualified operator.

5.16.3 No one, other than personnel spectfied in paragraph 5.16.2 shall enter the crane cab with the exception of persons such as oilers and supervisors whose duties require them to do so, and then only ir$ the performance of their duties and with the knowledge of the operator or the Mechanical Maintenance Foreman.

6.0 PREREQUISITES 6.1 MP 1402-2.1, " Crane-Routine Inspection" shall be completed p.-ior to operating crane.

7.0 PROCEDURE 7.1 S ta r t-Up 7.1.1 Inspection , ue 6.1)

At the start of each shif t, during which the crane is manned, conduct visual inspection as follows:

.. - RP 1507-2 Revision 0 n/20/75 (a) Deterioration or leakage in ' lines, tanks, valves, drain pumps and other parts of air or hydraulic systems.

(b) Hooks with deformation or cracks.

(c) Hoist or load attachment chains, including end connections, for excessive wear, twist, distorted links interferring with -

proper function.

(d) All cables and shieves for evidence of wear or damage.

7.1.2 Check power supply breaker Unit 3B on 480V MCC Reactor Plant 1B closed.

7.1.3 If the operator finds the main switch open when starting on duty, he shall not close it until he has permission from the Mechanical Maintenance Foreman.

7.1.4 Befort closing the main switch, the operator shall see that all controllers are in the "0FF" position.

7.1.5 Close main disconnect switch located on catwalk above cab.

7.1.6 Close disconnect switches in cab (location marked on Figure 1),

and push start button.

NOTE: The following checks will be performed at the beginning of each shift only for the hooks to be used during that shift.

7.1.7 Main Hook Checks CAUTION: Test shall be performed in an open floor area.

7.1.7.1 Push the lever to DOWN and observe that the hook moves downward.

7.1.7.2 Pull the lever to UJ and observe that the hook moves upward.

7.1.8 Auxiliary Hook Checks CAUTION: Test to be performed in an open floor area.

7.1.8.1 Push lever to DOWN and observe that the hook moves dcwnward.

7.1.9 Bridge and Main Trolley Checks 7.1.9.1 Ensure bridge and main trolley run in right direction when traverse lever is actuated.

7.1.9.2 Ensure main hook cannot be positioned over any fuel storage area without using key over ride switch prior to lifting any load in excess of 15 tons .

7.1.9.3 Ensure hydraulic brakes function properly.

7.1.10 Three (3) Ton Monorail Hoist Checks CAUTION: Test to be performed in an open floor area.

7.1.10.1 Push lever to DOWN and observe hoist moves down. .

7.1.10.2 Pull lever to 1H1 and observe hoist moves up.

7.1.10.3 Actuate trolley travel lever and ensure trolley moves in right t

  • direction.

7.1.11 Five (5) Ton Monorail Hoist Checks CAUTION: Test to be performed in an open ficor area.

7.1.11.1 Push lever to DOWN and observe that the hoist moves down.

7.1.11.2 Pull lever to ig[ and observe that the hoist moves up.

7 1.11.3 Actuate trolley traverse lever and ensure trolley moves in right directions.

NOTE: The following pendant checks should be made only if the pendant is to be used.

7.1.12 Check lowering, raising of pendant control station from operators cab.

7.1.14 Check pendant control station east-west control from both control stations.

7.1.15 Check operations listed in 7.1.11 from pendant control station.

Also check bridge operation from pendant control station with main hook lined up on center line of isle between fuel storage pools and new fuel storage area.

7.2 Normal Operation 7.2.1 Select proper hook.

7.2.2 Observe limits and precautions in Section 5 of this procedure.

7.2.3 Ensure checks in Sections 6.1 and 7.1 of this procedure have been run prior to lifting any loads.

7.2.4 Run crane in accordance with safe power plant practice, as per Met-Ed Safety Manual.

7.3 Shutdown 7.3.1 Ensure all hooks are run up to their fully raised position.

7.3.2 Ensure pendant in the fully raised position.

7.3.3 Position bridge at north end of Fuel Handling Building.

7.3.4 Ensure all controllers are in the "0FF" position.

7.3.5 Push "STOP" push button in cab.

7.3.6 Open disconnect switches in cab (location shown on attached drawing).

7.3.7 Open main disconnect switch manually (located on catwalk above cab).
