This letter acknowledges receipt of Reference 1, whic 4 is helpful in providing us a summary of the NRC technical staff po itions. Since the suspension of the Environmental Hearings and the ce' . tion of interaction with the technical staff on the safety review of ti rRBRP design, the Project has continued to pursue the resolution of tcen licensing items as evidenced by the continued submittal of amendments to the PSAR and previous statements of the Project's intentions in References 2, 3, and 4.

It is statutorily incumbent upon us to continue to design the Plant and to manufacture the more than $400 million of hardware that has been on order since mid-1977, albeit ..e are proceeding along a path of prudent management, deferring to a later date most new starts of hardware fabrica-tion, and endeavoring to minimize the cost risk of continuing design and fabrication without effective interchange of ideas and resolution of design topics with the NRC technical staff.
