Dear Mr. O'Reilly:

This letter is to request an exemption from the inspection requirements of I.E.Bulletin 79-14 as it applies to the enclosed list of piping and hangera, at Crystal River Unit 3.

For each of the enclosed exemption requests the reason for the request and our justification is provided.

Please inform us of your acceptance of our request as soon as possible as the inspection activities concerning I.E.Bulletin 79-14 are nearing completion. As per our previous exemption requests, we would like written confirmation of your action on this request.

EXEMPTION REQUEST FROM I.E. BULLETIN 79-14 Item 1.

Exemption is requested for the 14" line from the Auxiliary Building to the Borated Water Storage Tank (BWST). This line is approximately 8' long. *

Reason for Request

This line is enclosed in a concrete missile shield.

Justification There are no known hangers on this portion of piping. The pipe can be seen leaving the Auxiliary Building and flow has been estu-blished through the line.

Item 2.

Exemption is requested for the clamps on the following hangers:

FDil-67, 68, 69, 70, 71, 72, 73, 74, 75, 79, 81 and 82. These hangers are located on the floor drain piping above the control complex.

Reastg_for Request The ;iipe attachments (clamps) are totally covered with a fiberglass anti-sweat insulatio , which is covered with a plaster-coated cloth.

Justification The geometry and uncovered portion of the hangers have been inspected.

All hangers appear to be tight and the hanger clamps which are not covered have all the required parts. Also, removal of this insulation we,uld interfere with Control Room operation.

Item 3.

Exemption is requested for the following list of piping and hangers located in the Letdown Cooler Room located inside the Reactor Building. Items A & B are located on the primary side of the heat exchangers and items C, D, E & F are on the SW cooling water side (suoply (2) & return (2) of the heat exchang.rs.

Y A. Piping - approximately 47' of 2-1/2" piping Hangers - MUH-63A, 64, 65, 66, 67, 68, 68A, 69 and 70 B. Pipfng - approximately 65' of 2-1/2" piping

F. Piping - approximately 18' of 6" piping Hangers - SWH-336 Reason for Request (Items A-F)

FPC is requesting this exemption due to the high radiation levels (100-150 mr/hr) in the general area of the Letdown Cooler Room and levels of approximately 3 R/hr around the coolers and piping located within the room.

Justification for Items A-F The piping geometry and hangers were checked visually and appear to conform with drawings. Also, the elimination of this inspection would preclude the entry into high radiation fields which is in keeping with the ALARA principle.
