VOGTLE ELECTRIC GENERATING PLANT - U.S. NUCLEAR REGULATORY COMMISSION SECURITY INSPECTION REPORT 05000424/2018440 AND 05000425/2018440

Dear Mr. McGavin:

On August 28, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Vogtle Electric Generating Plant Units 1 and 2, and discussed the results of this inspection with Mr. D. Myers, and other members of the Vogtle Electric Generating Plant staff. The results of this inspection are documented in the enclosed report.

No NRC-Identified or self-revealing findings were identified during the inspection.

This letter will be made available for public inspection and copying at https://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a Baseline Security Inspection at Vogtle Nuclear Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. List of Findings and Violations No findings were identified.

INSPECTION SCOPE

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

OTHER ACTIVITIES - BASELINE

92709 - Contingency Plans For Licensee Strikes or Lockouts

The inspector reviewed the content of the licensees strike contingency plans in response to the labor contract agreement between Southern Nuclear Company and the Security Police Fire Professionals of America (SPFPA) that expired on June 30, 2018, to determine if reactor operations, facility security, emergency preparedness and fire protection were to be maintained consistent with site security plan and regulatory requirements in the event of a strike.

The inspector reviewed the process used by the licensee to train Hatch and Farley security officers who would be used to perform daily security functions and implement the site protective strategy in accordance with their security and contingency plan. The inspector observed classroom training, tabletop exercises and reviewed security work schedules to ensure minimum staffing requirements would be maintained. The inspector evaluated the sites Part 26 Fatigue Compliance Plan.

EXIT MEETINGS AND DEBRIEFS

On August 28, 2018, the inspector presented the Baseline Security Inspection results to Mr. D.

Myers and other members of the licensee staff.
