The random testfng during dris *six month reporting period was 28.5% (761 random tests' conducted with 2,666 workers eligible for testing).

During the time period Ju[y I, 1998 to December 3 I , 1998, tf)ree appeals were resolved. No appeals resulted in reversal of the original action.

.. Two appeals resulted from access denials based on security determinations of lack of ttustworthiness and reliability.

  • One ficn.ess for duty appeal resulted from an allegation thai: oveMh~councer medications contributed to a positive drug rest result.

Trends 1990 to Present

  • Opiates: No MRO positives since the f imess for Duty rule went into effect.
  • PCP: No positives daring the last seven years.

  • Rare challenges to the accuracy and validity of Departmcnc of Health and Human Services (OHHS) laborarory test resurcs.
  • Ourin~ this iix month period, 25% of positive test resulu were attributed to the use of alcohol, 37.5% ro the use of marijuana, and 37.5% to the use of cocaine.
  • During this six mondl period. all MR.O positive alcohol test rcswrs were in the "Por Cause" category.

Recommeoda~om~

  • Eliminate the second breath alcohol teSt when the first test is negative. After great£r than 114,000 breath tests, equipmem sensitivity of 100%1 has been demonstrated (second brc&Jh fest bas never been po~ltive after the rim breath r.est was negmive). Cost savings over months ro years wouJd be considerable.
  • Continue ta pennitfencoarage on-sift: pre-screening.
  • Continue to mavt; toward "interchangeability" and mutual accepumcc 81Doog rclared fimcss for Duty programs (NRC, DOT, RSPA).
