EMERGENCY RESPONSE CAPABILITY INTEGRATED PROJECT PLAN SALEM GENERATING STATION DOCKET NOS. 50-272/50-311 Attached for your review is the Emergency Response Capability Integrated Project Plan. This is being provided as committed to in our July 1, 1986 meeting with Mr. D. c. Fischer, R. J.

Eckenrode and other members of your staff. The report describes the integrated plan to ensure that the Detailed Control Room Design Review, the Safety Parameters Display System (SPDS),

Regulatory Guide 1.97 requirements, Emergency Response Facilities, and the Emergency Operating Procedures (EOPs) are coordinated among all Emergency Response Capability programs.

Also attached is a schedule for implementing the modifications required to resolve the Salem Detailed Control Room Design Review Human Engineering Deficiencies (HEDs). The enclosed schedule calls for construction of a full scale mock-up of the Control Rooms during 1987. Replacement of the Bailey indicators will be accomplished during the 8th and 9th outages for Unit 1 and 4th and 5th outages for Unit 2. These modifications address the HEDs related to failure modes of instrumentation. The annunciator redesign and replacement address HEDs associated with use of a wraparound design and upgraded acknowledgement features. These annunciators are scheduled for installation by the Unit 1 9th outage. The vertical panel redesign reconfigures the rear six panels to meet Human Factor's Guidelines. These modifications are scheduled for the Unit 1 9th outage and the Unit 2 5th outage. The last work scheduled is replacement of the current operator's desk with a horseshoe shaped desk containing the SPDS re702=2:--6-,-0_2_4_7_0- - - -

Document Control Desk 2 RB 2o T987 displays, the Tagging Request Inquiry System (TRIS) terminals, and EOP flow charts. This modification is scheduled for the 10th Unit 1 outage and the 6th Unit 2 outage. In addition, the existing operator consoles will be modified to include enhance-ments such as demarcation and layout rearrangement to comply with Salem specific human factors guidelines. These modifications are scheduled for the 8th refueling outage for Unit 1 and the 4th outage for Unit 2.

It is important to be aware of the role the full scale Control Room mockup plays as a major element of the schedule proposed here. As discussed with Mr. Eckenrode, the mockup is essential in providing the proper pre-planning and training to ensure that the control room modifications are correctly and efficiently installed in a timely fashion and yet minimizing the impact on outage schedules. Each proposed modification will be fully simulated, including installation, on the mockups prior to installation in the plant. This will help to ensure efficient use of outage time available and a quality product upon completion. We will inform the NRC Project Manager as milestones are approached, so that the NRC may observe any items of interest.

After each proposed modification is installed in the mockup, the changes will also be incorporated into the plant simulator at the Training Center. This will provide additional assurance that the modifications can be properly installed in the plant.

As an additional benefit, installation in the simulator will provide ample opportunity to train the operations staff on the modifications prior to implementation in the station.

Note that the Safety Review Function and Task Analysis Report and Setpoint Methodology Report originally scheduled for submittal on January 31, 1987 is not being submitted. In order to prepare these reports it is necessary to use the Emergency Operating Procedures, which are currently being revised into a flow chart format. This was discussed in our letter dated December 30, 1986, which forwarded the revised Writer's Guide.

The reports will be available approximately 2 months after implementation of the EOPs.
