REQUEST FOR EXEMPTIONS FROM 10 CFR 50, APPENDIX R SALEM GENERATING STATION NO. 1 AND 2 UNITS DOCKET NOS. 50-272 AND 50-311 This letter requests additional exemptions from 10CFR50 Appendix R for Salem Generating Station Units 1 and 2. As explained in our letter to you dated December 28, 1983, staff interpretation of 10CFR50 Appendix R provided in Generic Letter 83-33 represents significant deviation from the definitions used by PSE&G. This plant specific definition was developed following the criteria used by NRR in their evaluation of Salem Generating Station's fire protection program. To comply with the redefinition, PSE&G will need additional modification and/or exemptions from Appendix R. Our letter dated December 28, 1983 provided you with a description of the deviations and a list of fire areas where exemptions were requested to clarify our conformance to Appendix R criteria. While developing appropriate references and detailed justification for these exemptions, we have identified additional areas where similar exemptions from Appendix R are needed. Attached is a list of these exemption requests.

These exemptions will not compromise the safe shutdown capability of Salem Generating Station in the event of a fire.

The types of exemptions requested are similar to those previously granted for Salem and other licensees.

ATTACHMENT SALEM GENERATING STATION UNITS NO. 1 AND 2 REQUESTS FOR EXEMPTION FROM 10CFR50 APPENDIX R

1. Electrical Penetration (El.100)

An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2a to the extent that the emergency door leading to the Inboard Mech. Pen. area does not constitute a 3-hour rated barrier.

2. Upper Electrical Penetration (El.100)

An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2c to the extent that the installed fire detection system is not area wide.

3. Aux. Bldg. Relay Rm (El.100)

An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2a to the extent that a non-rated fire door is installed in the 3-hour rated barrier.

4. Aux. Bldg. (El.84) PlF/P2F An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2b to the extent that the separation between charging pumps is not 20 feet.

5. Aux. Bldg. (El.84) PlF/P2F An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2c to the extent that the component cooling heat exchanger cubicle does not constitute a 1-hour rated barrier.

6. Aux. Bldg. (El.84) PlF/P2F An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2a to the extent that the unrated fire doors do not constitute a 3-hour rated barrier.

7. Aux. Bldg. (El.64) PlB/P2B An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2a to the extent that the unrated fire doors do not constitute a 3-hour rated barrier.

8. Aux. Bldg. (El.84) PlL/P2L An exemption is requested from the explicit requirements of 10CFR50 Appendix R Section III.G.2c to the extent that the unrated fire doors do not constitute a 3-hour rated barrier.
