Diesel Generator Inoperable (lA)

Erratic Governor Control CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - Unit Load 1130 MW DESCRIPTION OF OCCURRENCE:

During normal operation, while performing Surveillance Test SP(O) 4.8.1.1.2, Diesel Generator lA was declared inoperable because erratic governor control prevented the raising of the generator load to > 1400 KW as required by the surveillance test. Action Statement 3.8~1.l.b was entered at 0210 hours0.00243 days <br />0.0583 hours <br />3.472222e-4 weeks <br />7.9905e-5 months <br />.

Investigation revealed that the governor oil system was approximately one quart low. Oil was added, the system vented and a satisfactory surveillance test completed. The Action Statement was terminated at 1048 hours0.0121 days <br />0.291 hours <br />0.00173 weeks <br />3.98764e-4 months <br />.

This occurrence constituted operation in a degraded mode IAW Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Procedure Inadequacy ANALYSIS OF OCCURRENCE:

No procedure currently exists which directs the operators to check the governor oil sump level on a routine basis.

CORRECTIVE ACTION:

Inspection Orders IO 100733 (Unit 1) and IO 100734 (Unit 2) have been issued which require operating personnel to check the governor oil sump levels on all diesel generators monthly.
