SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 15, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 15, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18026A756. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The other documents referenced during the discussion can be found at the ADAMS Accession Nos. given below:

Summary of Meeting:

On February 15, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) the UIN for ITAAC Index No. 602, (2) NRC question regarding the RAI response for ALT-08, (3) draft RAIs for ALT-07, and (4) pre-submittal information regarding a proposed LAR for changes to MCR vestibule vent penetrations.

The first topic discussed was the UIN for ITAAC Index No. 602. The staff stated the UIN is acceptable as-is; however, the staff also said a license amendment was necessary, without including additional context that would be helpful to ensure a mutual understanding. Following the meeting, it was determined that additional discussion would be appropriate at a subsequent public meeting, to clarify the reason why the staff discussed a license amendment, provide the appropriate context, and ensure a complete mutual understanding. The topic was scheduled for discussion again on March 8, 2018.

The second topic discussed was NRCs question regarding the RAI response for ALT-08. The staff noted that in the RAI response to Question 5, it was not clear to the staff that a fatigue evaluation that complies with American Society of Mechanical Engineers (ASME)

Subsection 3200 requirements will be performed for alternate counterbore configurations on these weld joints. SNC noted that an ASME Subsection 3600 fatigue evaluation is done as part of the inservice inspection.

Additionally, SNC clarified that, in response to RAI Question 3, the stress analyses for the AP1000 piping and components are based on satisfying minimum wall thickness required by Code and noted that the fatigue evaluation is done as part of the stress analysis. SNC also clarified that, for counterbores covered by the alternative, the existing stress and counterbore analysis would not need to be changed for new configurations allowed by the alternative because the analyses were based on minimum allowable wall thickness rather than actual wall thickness, and the new configurations would not change the minimum allowable wall thickness.

SNC noted that weld transition configurations would not change and that while the length of the counterbores would change, this factor is not part of the stress/fatigue analysis, and the analyses would not change. SNC stated that stress analysis would have an insignificant change. Additionally, SNC stated that the fatigue analyses on AP1000 weld joints were performed in accordance with ASME Code,Section III, Subarticle 3600. SNC stated that alternate counterbore configurations on weld joints will not result in any impact to piping stress analysis because alternative counterbore configurations on weld joints will be at or above the minimum wall thickness required by ASME Code,Section III. Accordingly, SNC advised that it was not necessary to update the fatigue analyses on weld joints where the alternative will be applied.

The staff stated that they understood the additional information provided by SNC and noted that they would review the information to determine if an additional RAI is necessary to complete the staffs review.

The third topic discussed was draft RAIs for ALT-07. SNC requested clarification regarding the third draft RAI question. The staff noted that the intent of the request was to have SNC demonstrate that the AP1000 is bounded by the operating experience of the operating fleet.

SNC stated that both the AP1000 and the operating fleet meet the objective standard, but they cannot demonstrate that the AP1000 is bounded by the operating experience of the operating

fleet. The staff noted that they understood SNCs response and requested that in the RAI response, SNC provide a contextual understanding of how the AP1000 compares to the operating fleet. SNC noted that they understood the staffs request and that they didnt need additional clarifications on the other draft RAIs. The staff stated that they would evaluate SNCs responses when they are formally submitted.

The fourth topic discussed was pre-submittal information regarding a proposed LAR for changes to MCR vestibule vent penetrations. SNC walked through the pre-submittal presentation, noting that two open pipe penetrations, which are outside of the MCR pressure boundary and pass through the 3-hour fire rated barrier, penetrate the MCR vestibule to provide a passive ventilation through open piping in case of a MCR Emergency Habitability System (VES) actuation. SNC stated that these penetrations must meet the safety-related function of maintaining the MCR at positive pressure relative to surrounding areas, as well as security safeguards and fire protection requirements for the wall and that they propose to use dual inverted inlet piping for these penetrations. SNC discussed the planned additional testing to demonstrate that the use of the dual inverted inlet piping configuration provides an adequate mitigation of the transfer of flame, smoke, and hot gases from passing to the adjacent side of the fire barrier. The staff noted that they understood SNCs proposed LAR, provided comments, and asked clarifying questions about the length of the piping and limiting combustibles near the penetrations. SNC noted that they would address the staffs comments and questions, as necessary, in the formal LAR submittal.

At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
