RESPONSE TO GENERIC LETTER 89 EROSION/CORROSION INDUCED PIPE WALL THINNING (TAC NO. 73440)

Nuclear Regulatory Commission Generic Letter 89-08, Erosion/Corrosion Induced Pipe Wall Thinning, dated May 2, 1989, requires Consumers Power Company to provide assurances that a program, consisting o~ systematic measures to ensure that erosion/corrosion does not lead to d~gradation of single phase and two phase high-energy carbon steel systems,. has been implemented. Our response is to include information on whether or not we have implemented or intend to implement a long term erosion/corrosion monitoring program that provides assurances that procedures or administrative controls are in place to assure the NUMARC program or another equally effective program is implemented and the structural integrity of all high-energy (two phase as well as single phase) carbon steel systems is maintained. Consumers Power Company's response for our Palisades Plant is provided herein.

Pursuant to Generic Letter 89-08, a review of the NUMARC guidelines contained in Appendix A of NUREG-1344, which was transmitted with the Generic Letter, has been performed. The in-place Palisades Erosion/Corrosion Program meets and/or exceeds the requirements of NUREG-1344, Appendix A. Our program was developed in house and further improvements have been made through consultant input. The program is an ongoing program controlled and implemented by plant procedures.

Consumers Power Company's response is dated July 10, 1989.
