RESPONSE TO IE INSPECTION REPORT 87-012 NRC Inspection Report 87-012 dated June 10, 1987, identified one weakness which required a written response within 45 days regarding the emergency exercise at the Palisades Plant. This weakness and Consumers Power Company's response are as follows:

Weakness:

"The medical drill was not acceptable. This included the initial response to an injured man in the plant plus coordination with ambulance personnel and duties at the hospital emergency facility by licensee personnel. Palisades Emergency Implementing Procedure -(EIP) EI-14, Medical Care/Treatment of Contaminated Injured Personnel, and EIP, EIP-3 were not followed."

Response

Since the May, 1987 exercise, steps have been taken and are being taken to enhance the medical/first aid components of our emergency response organization. The following corrective actions are being taken or will be taken:

NRC's formal report of the exercise, particularly that portion dealing with the medical drill has been reviewed with the plant's Health Physics technicians through their continuing training process;

- Site Emergency lesson plans will be enhanced to better reflect procedure EI-14, Medical Care/Treatment of Contaminated Injured Personnel, specifically those areas dealing with search and rescue and plant notifications (use of hospital notification form);

Decontamination, ambulance and first aid kits will be evaluated prior to the scheduled August 6-7, 1987 medical training and drill; OC0787-0110-NL04 8707280327. 870724

Nuclear Regulatory Commission 2 Palisades Plant Response to Inspection Report 87-012 Date

- A medical tabletop drill will be conducted no later than August 3, 1987, to include discussion of EI-14 and a review of HP technicians' first aid response responsibilities;

- The annual medical training and drill will be conducted on August 6-7, 1987 (schedule is attached); and

- A review of current first aid courses, received by health physics.

Consumers Power Company and staff members at Mercy Memorial Hospital met, on June 8, 1987, to discuss and clarify the present working relationship between the Hospital and the Palisades staff in preparation for the August 7 drill.
