We are xn receipt of your reply dated November 14, 1978 (George H.

Smith to J. D. Leonard, Jr.) to our letter of October 4, 1978 concerning the use of the digital dose rate meters at. the James A. FitzPatrick Nuclear Power Plant. We would like to thank you and your staff for the opportunity to meet at your offices on November 30, 1978 to discuss this matter.

These meters are used by our operating personnel throughout the plant. We believe that by insisting that these personnel be qualified to provide their own monitoring they become more aware of radiation hazards. The digital dose rate meters have gained wide acceptance by our staff because they are light weight, compact, easy to operate, accurate and have a wide measurement range. We believe their use has led to an improvement in the radiation protection program at the plant.

Ãe wish to continue using these meters and will submit a license amendment in order to allow certain qualified personnel to specifically use this type of digital meter in High Radiation Areas.

Page 2 December 5, 1978 JAFP-78-636 Prior to determining the specifics of the new Technical Specifications and in order to comply with your staff's interpretation of the present Technical Specification cited, we will instruct our personnel that while using digital dose rate meters in High Radiation Areas they use an ear phone in order to provide a continuous audible indication of radiation.

Ne will also instruct them to check the meter with a radiation check source before each use to ensure the battery is operable.

The above steps will be implemented by December 15, 1978.
