ATTACHMENT B The purpose of this Amendment is to properly designate the radiation monitoring channels in the service water line discharges from the "A" and "B" spent fuel pool heat exchangers in Tables 3.5-5 and. 4.1-5. In accordance with a modification to the radiation monitoring system, the radiation monitor channel on the service water discharge from the "A" spent fuel pool heat exchanger should be designated R-20A. The radiation monitor from the "B" spent fuel pool heat exchanger should be added to Tables 3.5-5 and.

4.1-5 as item 1.g, and designated as R-20B. These are considered administrative changes only. Also, a triple asterisk has been added to R-14.A to indicate that Table 3.5-6 also applies.

In accordance with 10CFR50.91, these changes to the Technical Specifications have been evaluated to determine if the operation of the facility in accordance with the proposed, amendment would:

1. involve a significant increase in the probability or consequences of an accident previously evaluated; or
2. create the possibility of a new or different kind of accident previously evaluated; or
3. involve a significant reduction in a margin of safety.

These proposed changes do not increase the probability or consequences of a previously evaluated accident or create a new or different, type of accident, and there is no reduction in the margin of safety for any particular Technical Specification, since these are administrative changes only.

Therefore, Rochester Gas and Electric submits that the issues associated with this Amendment request are outside the criteria of 10CFR50.91; and a no significant hazards finding is warranted,.
