C. 20555 RE: St. Lucie Unit 1 and Unit 2 Docket Nos. 50-335 and 50-389 Proposed License Amendments Containment S ra and Coolin S stems By letter L-94-260 dated November 2, 1995, Florida Power & Light Company (FPL) submitted proposed revisions to the St. Lucie Plant Technical Specifications (TS) for Containment Spray and Cooling Systems. As a result of discussions between FPL and Reactor Projects (J.A. Norris), the following information is provided to document FPL's need for a timely review of that submittal.

The St. Lucie Plant TS require four OPERABLE containment fan coolers during operational MODES 1, 2, and 3. The current LCO does not provide an ACTION statement for more than one inoperable fan cooler. Therefore, if any two fan coolers become inoperable, a plant shutdown and cooldown is required pursuant to TS 3.0.3. The TS upgrade proposed in L-94-260 addresses several situations involving inoperable containment spray and cooling system equipment for which continued plant operation within specified ACTION completion intervals would be acceptable. These conditions are supported by the containment safety analyses, and include the case of an inoperable spray and cooling train (2 fan coolers).

Under accident, conditions, each containment spray and cooling train is supported by one Component Cooling Water (CCW) heat exchanger.

Although cross-train mixing of cooling water occurs when the CCW system is in its normal (non-accident) configuration, operability of the two associated fan coolers is called into question when seawater to a CCW heat exchanger is isolated.

L-94-297 Page 2 of 2 Based on the results of a Service Water System Operational Performance Inspection (NRC Inspection Report 50-389/91-201; 50-389/91-201), mid-cycle maintenance of CCW heat exchangers was implemented for both St. Lucie units. This maintenance includes isolating seawater to the heat exchanger, and is required for Unit 2 during January, 1995. If the proposed amendments are approved and issued by January 15, 1995, the required maintenance can be performed without the need for a plant shutdown and cooldown, which may otherwise be required due to the form of the existing TS.
