NRC Re ort 335-389 88-21 Violation Violation 10 CFR 50,'ppendix B, Criterion XII, Control of Measuring and requires that measures be established to assure that tools, Test'quipment gauges, instruments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated and adjusted at specified periods to maintain accuracy within necessary limits.

Contrary to 'the above, the facility thermometers and hydrometers used as measuring and test equipment (M&TE) for verification of Technical Specification 3/4.8.2 requirements for the safety-related 125V DC station batteries were not controlled to meet these requirements. The hydrometers and thermometers were not incorporated into a M&TE program to assure accuracy within necessary limits.

~Res ense Florida Power and Light concurs with the violation.

The hydrometers and thermometers were omitted from the Electrical Maintenance Measuring and Test Equipment (M&TE) Program due to the belief by electrical maintenance personnel that after initial calibration further controls were not required for this type of test equipment.

The subject hydrometers and thermometers were checked against standards having National Bureau of Standards (NBS) traceability and were found, acceptable. The hydrometers and thermometers have been entered into the M&TE program.

The Electrical Maintenance Department M&TE Program was reviewed to determine if other equipment might not be properly calibrated. No other equipment was identified.

Corrective action is complete.
