June 28, 1983 L-83-374 Office of Nuclear Reactor Regulation Attention: Mr. Robert A. Clark, Chief Operating Reactors Branch 83 Division of Licensing U.S. Nuclear Regulatory Commission Wa'shington, D.C. 20555

Dear Mr. Clark:

Re: St. Lucie Unit 1 Docket No. 50-335 Control o'f Heav Loads (TER)

Reference:

(a) NRC lettei dated May 13, 1982 NUREG-0612, "Control of Heavy Loads," Guideline 7 "Crane Design" recommends that certain cranes be evaluated against the crane design=

standards CMAA-70 and ANSI B30.2-1976. Since the St. Lucie Intake Structure Crane had been designed to EOCI-61 specifications, Franklin Research Center compared the recommendations of CMAA-70 against those contained in EOCI-61 (see reference (a)). Fourteen areas were identified where revisions .incorporated into CMAA-70 may affect crane safety. An evaluation of these areas of potential non-conformance was conducted by Dresser Industries and independently reviewed by Ebasco. As a result of these studies, FPL finds that the St. Lucie Unit 1 Intake Structure Crane fully complies with Guideline 7 of NUREG-0612.
