In accordance with the requirements of IO CFR 50.30, Florida Power & Light Company (FPL) is submitting sixty (60) copies of Amendment l3 to the Final Safety Analysis Report, St. Lucie Plant Unit 2.

This amendment does not contain any new information about St. Lucie Unit 2. The changes are based on previously docketed FPL letters provided to the NRC since Amendment No. I2. The attached list describes the changes made in this amendment and the letter references. If you have any questions regarding this submittal please contact us.

ATTACHMENTTO L-83-88 Dated February 28, l 983 Changes in the St. Lucie Plant Unit 2, FSAR as a result of Amendment l3 which were precipitated by FPL submittals to the NRC.

Appendix l.9A was revised as a result of NRC questions on the St. Lucie Plant Emergency Operations Facility (L-82-549).

2. Appendix l.9B changes include more detailed information on ICC Instrumentation and Core Exit Thermocouples (L-82-429, L-82-478).

3. Section 42 contoins the addition of two references and some editorial corrections (L-82-455).

4. Section 4.4.6.I is a new section addressing Loose Parts Monitoring System Training (L-82-465).

5. Section 5.2B was updated by providing more specific information on analysis of notural circulation cooldown. It shows that the St. Lucie I analysis is applicable to St. Lucie 2 (L-82-488).

6. Section 62.2.4 was revised to show that an ECCS sump test was completed (L-82-43 I ).

7. Section 6.52.2 has been revised to reflect a new hydrazine injection rote and concentration due to revised calulations, ond changes in instrument ranges to reflect the most recent specifications (L-82-474).

8. Section 8.3.l.l contains added information on controlling the separation of load groups A and B (L-82-439).

9. Section 9. I 4 clarifies on FPL commitment to NUREG-06 I2 (L-82-409).

IO. Section 9.3.6.6. has been updated per testing of the PASS instrumentation valves (L-82-588).

Section l3.2 changes address personnel expertise and training (L-82-406).

I 2. Chopter l5 has been revised to reflect some changes within the Iodine Removal System and new information in Appendix I SC on Small Break Loss of Feedwater (L-82-474, L-82-480, L-82-533).

I 3. Questions 2IOA. 57-60 have been added to address Base Plate Flexibility items which were requested by the NRC (L-82-3I I). Questions 2IOA.6I-64 respond to items regarding Concrete Expansion Anchors as requested by the NRC (L-82-408).

l4. Quest ion 220.37 has been updated per completed field inspections (L-82-459).

l5. Question 4l0.l0 had additional information specifying equipment which can be lifted over the Spent Fuel Pool and the Reactor Vessel (L-82-393).

l6. Questions 420.A.I, 420.A.8-I2 are being added to respond to NRC concerns resulting from the l8 C site audit (L-82-479).

l7. Questions 440.83-I50 have been added to respond to questions on CESEC (L-82-475).
