Dear Mr. Clark:

Re: St. Lucie Unit 1 Docket No. 50-335 Control of Heav Loads TER U date In our letters L-82-316 and L-82-385, dated July 28, 1982 and September 1, 1982, we provided additional information on the items in the Draft Technical Evaluation Report (TER) on Control of Heavy Loads at St. Lucie Unit 1.

We reviewed the information that we received fran our lifting device supplier concerning Guideline 4 of NUREG 0612 "Control of Heavy Loads." We have determined that this information was not sufficient to fully address the concerns of the Guideline. We are, therefore, prepari ng a request for a proposal to provide the'design criteria for these special lifting devices to demonstrate either equivalency with Guideline 4 or to defend their design with regard to reliability. We will provide an update on this item by Dece1Iber 31, 1982.

We are also presently accumulating'he design details of FPL designed special li fting devic'es. We will r eview these designs and provide a report on their load handling reliability. It is expected that the safety factors of Guideline 4 will be satisfied. This evaluation will be completed and submitted also by Dece1Iber 31, 1982.

To respond to Guideline 7 (Crane Design), we contacted our crane designers in August as discussed in our previous letters. We have received proposals from the Harnischfegar Company and the Whiting Company to provide information to respond to the concerns in the TER for Guideline 7. We'are preparing a purchase order for Harnischfegar to perform an evaluation, but we still have some details to resolve with Whiting. When these details are resolved we will request than to provide an evaluation in accordance with Guideline 7. We have been informed from both of these companies that the evaluations will not be caoplete for some months. We will therefore supply a final schedule with our response to Guideline 4 by the end of the year.
