Dear Mr. O'Reilly:

Re: RII:JPO 50-389 IE Bulletin 80-20 Ref: FPL Letter L-80-305 Dated September 15, 1980 Florida Power 8 Light Company has reviewed IE Bulletin 80-20 regarding a failure of Westinghouse Type W-2 spring return to neutral control switches.

In the referenced letter, FPL advised the NRC that a final response would be issued upon receipt of information from all our vendors. That infor-mation is now complete. Although one vendor, Westinghouse, uses the Westinghouse Type W-2 switch in safety related circuits, the neutral position contact that is of concern in the Bulletin is not wired to any circuit. Therefore, IE Bulletin 80-20 is not applicable to St.

Lucie Unit 2.

We consider this Bulletin closed.
