Re: R tCP

<Ch 0-335/80-17 Following a review of the natural circulation cooldown notification finding reported in 18E Inspection Report 80-17,and based on the interpretation of 10 CFR 50.72 as given by Mr. R. Martin of your staff to our Mr. K. Harris, Florida Power 5 Light Company has determined that the one hour notification required by 10CFR 50. 72(a)(3) should have been submitted within one hour of the occurrence of unexpected variations in pressurizer level. Although we did report this event, we now realize that the report should not have been delayed in order to more completely define the causes of the fluctuations.

In order to preclude recurrence, plant operators have been briefed on the need to notify the NRC Operations Center within the 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
time frame in case of any event that results in the plant being in a condition defined in 10CFR

50. 72(a) (3)

Full compliance was achieved on October 31, 1980.

Very truly yours, R obert E. Uhrig Vice President Advanced Systems 8 Technology REU/PLP/ras cc: Harold F. Reis, Esquire 0
