FLORIOA POWER II LIGHT COMPANY August 4, 1980 L-80-253 Mr. James P. O'Reilly, Director, Region II Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 101 Marietta Street, Suite 3100 Atlanta, Georgia 30303

Dear Mr. O'Reilly:

Re:

50-3 ulletin 80-04 Su lemental Re ort The St. Lucie Plant NRC Resident Inspector has requested that we supplement our May 8, 1980 response to Bulletin 80-04 (FPL letter L-80-145). In that report we explained that the St. Lucie Plants'eedwater and Condensate systems were properly isolated on MSIS as provided in the original system designs and that AFll was manually initiated only after operator determination of the appropriate response to avoid overfeeding a faulty steam generator.

This subject is discussed in the PSL FSAR (section 6.2.1.3.2, pages 6.2 - 41 through 6.2-49). Me also stated that an analysis assuming automatic AFW initiation was in progress to support final installation and activation of the automatic system. This analysis has been completed and was submitted to the Office of Nuclear Reactor Regulation's Division of Licensing on June 20, 1980, (FPL letter L-80-175) with a copy to the Region II Office of Inspection and Enforcement. This letter completes our response to Bulletin 80-04.
