Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Safe uards Contin enc Plan Enclosed herewith are four (4) copies of Revision 1 to the St. Lucie Plant Safeguards Contingency Plan. The copies are numbered LCD-104-1 through MCD-104-4. The revised plan is submitted in response to an NRC request for additional information dated April 18, 1980.

We take exception to the Staff position that the CAS or SAS Operator be charged with the responsibility for directing onsite response as a result of alarm annunciation or reported'events. The Shift Supervisor will be notified of alarms by the CAS/SAS Operators, and he will ensure the appropriate response is made. The Shift Supervisor is best qualified to perform this function based on his training and knowledge of plant security at any given time. He is prepared to make accurate and timely decisions in the event a situation develops into a serious or very serious threat. Consequently CAS/SAS direction of resolution of alarms will be kept to a minimum.

By a copy of this letter, we are forwarding copy no. MCD-104-5 to Mr. J. P.

O'Reilly, Director of the Region II Office of Inspection and Enforcement.

As stated previously, the plan will become effective for the St. Lucie Plant in accordance with 10 CFR 73.40(b) which states, "For nuclear power plants, the plan shall become effective 30 days after approval by the Commission."
