Dear Mr. O'Reilly:

Re: RII:JPO 50-389 IE Bulletin 79-07 Florida Power and Light Company has reviewed the subject Bulletin 79-07 and a response is attached.

Very truly ours, Robert E. Uhrig I Vice President Advanced Systems & Technology REU:TCG:cf Attachment cc: Harold F. Reis, Esquire

ATTACHHENT RE: RII:JPO Docket 50-389 IE Bulletin 79-07 Action Item 1 None of the methods specified in the Bulletin were used by the Architect-Engineer (A/E) or the Nuclear Steam System Supply (NSSS) vendor.

Florida Power 8 Light Company uses ADL PIPE (option 1.92) to perform seismic analyses of safety related piping plant changes and modifications (PCH's).

This code uses the square root sum of the squares summation of moments for each principal axis for each mode and a square root sum of model moments.

None of the methods specified in the subject belletin are used for seismic analysis of safety related piping.

Action Item 2 Not applicable.

Action Item 3 The code used by the A/E for analysis of the St. Lucie piping systems has been verified against the current version of the PIPESTRESS 2010 program.

The PIPESTRESS 2010 program has, in turn, been compared with solutions to sample programs generated by similar, independently written programs in the public domain, namely ANSYS and PIPESD. This comparison shows the PIPESTRESS 2010 results to be substantially the same as results generated by the above programs and by hand calculations.

The codes and methodology used by the NSSS vendor are described in Sections 3.7.2, Seismic System Analysis, and 3.7.3, Seismic Subsystem Analysis, of the Preliminary Safety Analysis Report (PSAR) submitted for St..Lucie Unit 2.

ADL PIPE has been verified by Arthur D. Little, Inc. (ADL) as described in a memorandum from ADL to NRC dated 4/19/79.

Action Item 4 Not applicable.
