The U.S. Nuclear Regulatory Commission and representatives of DTE Electric Company (the applicant) held a telephone conference call on December 15, 2015, to discuss and clarify the applicants response to request for additional information 4.3.3-3 concerning the Fermi 2 license renewal application. provides a listing of the participants and Enclosure 2 contains a listing of the items discussed with the applicant, including a brief description on their status.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALL FERMI 2 LICENSE RENEWAL APPLICATION DECEMBER 15, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held a telephone conference on December 15, 2015, to discuss and clarify the applicants response to request for additional information (RAI) 4.3.3-3 concerning the license renewal application (LRA).

Background:

By letter dated September 24, 2015, the applicant provided its response to RAI 4.3.3-3. In this letter, the applicant stated that there are locations where the environmental fatigue life correction factors (Fen) were recalculated using average transient temperatures or maximum operating temperatures. The applicant also stated that these Fen factors were recalculated in a manner consistent with NUREG/CR-6909, Effect of LWR Coolant Environments on the Fatigue Life of Reactor Materials.

Based on the RAI response, the staff needs clarification regarding how the average transient temperatures were calculated in the applicants screening and Fen evaluations and where average and maximum temperatures were used in the evaluations. The staff is unable to determine if the average transient temperatures were calculated appropriately considering the threshold temperature. In addition, the staff is unable to determine if use of the average temperatures were limited to simple transients.

Discussion:

During a conference call held on December 15, 2015, the applicant and the staff discussed three methods to determine the average temperature values used to calculate the Fen factors.

One method was based on minimum transient temperatures above the temperature threshold.

A second method was based on minimum transient temperatures below the temperature threshold. The applicant stated that a third method used the minimum transient temperature instead of the threshold temperature to calculate the average temperature and, if the resulting temperature was less than the threshold temperature, then the threshold temperature was used to calculate the Fen factor.

The staff stated that the first two methods for calculating average temperature are consistent with NUREG/CR-6909, however the third approach is not consistent with NUREG/CR-6909.

The staff stated that the use of a method consistent with NUREG/CR-6909 for the determination of average temperature may have an impact in the applicants screening and Fen evaluations.

The staff also stated that for the applicant to address the staffs concerns the following additional information is needed:

a) Identification of all locations that used an average temperature to calculate the Fen factor, including locations which are not identified as sentinel locations.

b) Description regarding whether the revised average temperature calculations impacts the selection of sentinel locations.

c) Confirmation that any revised Fen factors and CUFen values are determined in a manner consistent with the guidance of NUREG/CR-6909, as stated in LRA Section 4.3.3, A2.2, and response to RAI 4.3.3-3.

The applicant stated that it understood the staff need for additional information and that it may provide the information through a supplement to the LRA. The staff stated that a supplement to the LRA may be adequate; however, the staff may request the information through a follow-up RAI.
