SCHEDULE REVISION FOR THE SAFETY REVIEW OF THE FERMI 2 LICENSE RENEWAL APPLICATION (TAC NO. MF4222)

Dear Mr. Kaminskas:

By letter dated April 24, 2014, DTE Electric Company (DTE or the applicant) submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew operating license NPF-43 for Fermi 2, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff).

Enclosed is the staffs revised safety review schedule for the Fermi 2 license renewal application (LRA). In order to support an Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting, the applicant needs to provide a clear path forward for resolution of the open items that will be discussed in the Safety Evaluation Report (SER) with open items. The staff has determined that adequate resolution of technical issues to resolve open items cannot be achieved within the current schedule.

The staffs concern regarding adequacy of the Boraflex Monitoring Program has been the subject of several rounds of requests for additional information (RAIs) and conference calls, involving several issues that remain unresolved. The staff cannot complete its review of this program until these aging management issues are addressed. As a result, the staff has revised the license renewal safety review schedule milestones for the SER with open items, the ACRS subcommittee meeting, the final SER, and the ACRS full committee meeting. The date for the SER with open items is changed to January 2016. The new dates for the ACRS subcommittee meeting, the final SER, and the ACRS full committee meeting are now To Be Determined (TBD) pending the applicants provision of a clear path forward for resolution of the staffs concerns. None of the environmental review milestones have been affected.

We would like to emphasize that the NRC staff will make every effort to meet the revised schedule milestones. The NRC will continue to follow established review procedures and the enclosed safety review schedule to complete the reviews required by 10 CFR Part 54.
