U.S. Nuclear Regulatory Commission Public Meeting Summary August 25, 2015

Title:

Public Meeting Watts Bar Nuclear Unit 2 Construction Project, Operational Readiness Assessment Team Inspection Results Meeting Identifier: ML15238B781 Date of Meeting: Monday, July 27, 2015 Location: Comfort Inn, Athens, TN Type of Meeting: Category 1 Purpose of the Meeting(s):

The purpose of the meeting was to discuss the inspection results of the operational readiness assessment team inspection that concluded on June 26, 2015. The NRC also discussed the status of the Watts Bar Unit 2 Construction Project, including major milestones, and the path forward for the final determination to issue an operating license.

General Details:

The NRC conducted a category 1 meeting beginning at 6:00 p.m. eastern daylight time (EDT). Ten NRC staff members were present. The meeting began with an introduction of NRC staff and a review of meeting ground rules by Laura Dudes, Deputy Regional Administrator for Construction, Region II. This was followed by a discussion of the results of the Operational Readiness Assessment Team Inspection by the inspection team leader, Greg Werner, Branch Chief, NRC Region IV. At the conclusion of the inspection exit meeting, Mike Skaggs, Tennessee Valley Authority (TVA) Senior Vice President of Nuclear Development and Generation, provided the applicants acknowledgement of the inspection results. Following this response, the NRC gave a presentation focused on the status of NRC licensing and inspection activities. The remaining portion of the meeting was dedicated to answering questions on these activities and on the status of Watts Bar Nuclear Unit 2, as well as receiving comments from members of the public. The meeting ended at approximately 7:30 p.m.

Approximately 25 people participated in the meeting, both in-person and remotely using a teleconference line. In addition to members of the public, meeting participants included representatives of the Tennessee Emergency Management Agency, McMinn County Emergency Management Agency, Southern Alliance for Clean Energy, the Union of Concerned Scientists, the nuclear industry, public advocacy groups, and TVA.

Summary of Presentations:

The NRC presentation of the operational readiness assessment inspection team results focused on the scope of the inspection and the observations made by the inspectors. The preliminary results of the inspection were that the team determined Watts Bar Unit 2 had put programs and processes in place and had demonstrated that they are being effectively used to turnover systems from construction, to testing, and then to operations.
