REQUESTS FOR ADDITIONAL INFORMATION FOR THE SEVERE ACCIDENT MITIGATION ALTERNATIVES (SAMA) REVIEW OF THE SEABROOK STATION LICENSE RENEWAL APPLICATION (TAC NO. ME3959)

Dear Mr. McCartney:

By [[letter::L-2010-101, Comment (1) of Larry Nicholson, on Behalf of Florida Power & Light Co., on Proposed NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants; Branch Technical Position (BTP) 7-19, Guidance for .|letter dated May 25, 2010]], NextEra Energy Seabrook, LLC, submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew the operating license NPF-86 for Seabrook Station, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff).

On May 4, 2016, the Commission issued a decision (CLI1607) in the Indian Point license renewal proceeding, in which it directed the Staff to supplement the Indian Point Severe Accident Mitigation Alternatives (SAMA) analysis with sensitivity analyses. Specifically, the Commission held that documentation was lacking for two inputs (TIMDEC and CDNFRM) used in the MACCS computer analyses, and that uncertainties in those input values could potentially affect the SAMA analysis cost-benefit conclusions. The Commission therefore directed the Staff to perform additional sensitivity analyses. As a result, the staff has identified, in the enclosure, additional information is needed to complete to address the Commissions direction.

This request for additional information were discussed with Michael Ossing and others of your staff on June 29, 2016, and a mutually agreeable date for the response is within 60 days from the date of this email. If you have any questions, please contact me at (301) 415-3306 or e-mail Lois.James@nrc.gov.

Sincerely, Lois James, Senior Project Manager NRR/DLR/RPB1 Docket No.: 50-443
