NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 46 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SEABROOK STATION, UNIT 1 (TAC NO. ME3959)

Dear Mr. Walsh:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 46 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses NPF-86 for an additional 20 years of operation for Seabrook Station, Unit 1 (Seabrook). Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability that will be published in the near future. This notice advises the public that the final supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 46 is ML15209A575 for Volume 1 and ML15209A870 for Volume 2. In addition, the Seabrook Library, located at 25 Liberty Street, Seabrook, NH 03874, and the Amesbury Public Library, located at 149 Main Street, Amesbury, MA 01913, have agreed to make the supplement available for public inspection.

As discussed in Chapter 9 of the final supplement, the recommendation is that the adverse environmental impacts of license renewal for Seabrook are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on:

(1) the analysis and findings in the GElS; (2) review of the Seabrook Environmental Report; (3) consultation with Federal, State, local, and Tribal agencies; (4) the NRC staff's independent review; and (5) the NRC staff's consideration of public comments received during the scoping process and on the draft supplement.
