SUMMARY
OF JANUARY 28,2014, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT FIRE PROTECTION PROGRAM On January 28, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority {TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
Attendees are listed in Enclosure 1. The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14014A326.
The purpose of this meeting was for TVA to discuss a proposed amendment to the operating license (OL) for Watts Bar Nuclear Plant (WBN}, Unit 1, dated December 20, 2013. The proposed amendment would revise Unit 1 License Condition 2.F to reflect a dual unit Fire Protection Plan and NUREG 0847, Supplement 26, "Safety Evaluation Report [SSER] Related to the Operation of Watts Bar Nuclear Plant, Unit 2" (ADAMS Accession No. ML13205A136}
pending the issuance of an OL for WBN Unit 2 in early 2015.
TVA discussed the background for the December 20, 2013, submittal including a matrix that maps SSER revisions and sections to Units 1 and 2. TVA representatives said that the intent was to request an amendment to Unit 1's license, which would become effective when an OL is issued for Unit 2. The December 20 submittal references the following Supplements to the Watts Bar Nuclear Plant Safety Evaluation Report (SEA), NUREG-0847:
o "Operation of Watts Bar Nuclear Plant, Units 1 and 2," Supplement 18, ADAMS Accession No. ML070530364, o "Operation of Watts Bar Nuclear Plant, Units 1 and 2," Supplement 19, ADAMS Accession No. ML070530539, o "Operation of Watts Bar Nuclear Plant, Unit 2," Supplement 26, ADAMS Accession No. ML13205A136, o "Operation of Watts Bar Nuclear Plant, Unit 2," Supplement 27 (future supplement anticipated to be published in 2014).
The NRC staff noted that the NRC's acceptance review process does not allow referencing future documents. The NRC staff also commented that submitting the Unit 1 license amendment at this time may be premature but that discussing the submittal and path forward for both Units 1 and 2 is important and timely. TVA staff stated that there may be changes in the as-built Fire Protection Plan, but did not expect the changes to be significant.
The NRC staff questioned the need for a matrix of applicable SSER sections, since SSER 26 is considered a complete program except where SSER 26 references previous SSERs. The NRC staff pointed out that some of the information that TVA included in the matrix was quoted from SSER 18 and 19, but was not included in the Watts Bar Fire Protection Plan, which was submitted to support SSER 26.
TVA agreed to reconsider the insights from the staff and reevaluate next steps. The identified options are to 1) continue with the submittal as-is with additional supplements to the December 20, 2013, proposed amendment, or 2) withdraw and resubmit a revised amendment for WBN Unit 1 at an appropriate time to preserve the current OL schedule for WBN Unit 2. As of the meeting date, TVA is working towards obtaining the WBN Unit 2 license by January 2015.
TVA provided information, "Potential SSER Corrections," to the NRC staff during the meeting (available at ADAMS Accession No. ML14030A128). TVA staff stated that the information from that enclosure will be part of the as-built Fire Protection Plan that is scheduled for submittal on October 15, 2014.
No regulatory decisions were made at the meeting. Two members of the public joined via teleconference. Due to an equipment malfunction, the teleconference phone line was unavailable until about 1:50 PM. The teleconference equipment was restored allowing two members of the public to join the meeting via telephone. A brief review of the meeting discussions from 1:00 PM to 1:50 PM was given towards the end of the meeting. The participating members of the public had no further questions or comments other than asking about the topics covered in another Watts Bar public meeting commencing at 2:30 PM on the same day. No Public Meeting Feedback forms were received.
