Docket No. 50-206 Environmental Qualification of Electrical Equipment San Onofre Nuclear Generating Station Unit 1 As part of the environmental qualification program, qualification documents for equipment installed in accordance with TMI requirements were transmitted to the NRC by letter dated July 2, 1982. It was indicated in that letter that qualification documents for five components (Reactor Coolant Temperature Detectors, Containment Hydrogen Monitors, Containment Water Level Monitors, Pressurizer Safety Valve Indicators and Limit Switches) were not included since the components were still undergoing tests or the documents were under review. A schedule for submitting the qualification documents for the five components was provided in the letter. The schedule was revised by letters dated September 7, 1982 and December 15, 1982 as a result of delays in the testing or additional time required for review of the qualification documents.

Following those letters, a letter dated May 6, 1983 was sent to the NRC indicating that the qualification documents for the five items would be available prior to startup of the unit from the current outage.

Subsequently, as part of our efforts to return the unit to service, the qualification of equipment included in the environmental qualification program has been addressed.

On October 2-4, 1984, during an audit of the program by the NRC, it was indicated that if the qualification documentation packages for equipment were not in place, a justification for continued operation (JCO) in accordance with the criteria of 10 CFR 50.49(1) would have to be provided. The JCO's for equipment which would not have qualification documentation packages available were provided to the NRC staff in a meeting on October 26, 1984. In a followup letter to the meeting, the JCO's for all equipment requiring environmental qualification were provided to the NRC by letter dated November 3, 1984. The submittal included the JCO's for the five equipment items identified above.

November 19, 1984 As a result of the calculation of temperatures for high energy line breaks outside containment, the qualification report for the Charging Pump motors required reanalysis utilizing the increased temperature. In our March 2, 1983 letter, it was indicated that the reanalysis would be performed prior to startup of the unit from the current outage. The qualification documentation for the charging pump motors has been revised. The results indicate the charging pump motors are qualified to operate in the increased temperature environment. A 30 for the charging pump motors was also included in the November 3, 1984 submittal.

The equipment identified in this letter is considered to be qualified. Documentation supporting the qualification is available. The documents have not been put into a qualification package or file which is considered to be auditable in accordance with 10 CFR 50.49(j).

The qualification packages for these equipment items will be completed by the qualification deadline of March 31, 1985 along with all other equipment.

Since JCO's, which comply with the criteria for test data applicability of 10 CFR 50.49(1) (2) have been provided to the NRC for this equipment and the qualification packages will be completed by March 31, 1985, this issue is considered closed for the return to service of San Onofre Unit 1.
