UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 March 27, 1985 Docket No. 50-206 LS05-85-03-032 Mr. Kenneth P. Baskin Vice President, Nuclear Engineering Safety and Licensing Department.

2244 Walnut Grove Avenue Post Office Box 800 Rosemead, California 91770

Dear Mr. Baskin:

SUBJECT:

ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT IMPORTANT TO SAFETY -

EXTENSION OF DEADLINE Re:

San Onofre Nuclear Generating Station, Unit No. 1 The regulation cited in 10 CFR 50.49(g) requires that each holder of an operating license issued prior to February 22, 1983, shall by May 20, 1983, identify the electrical equipment important to safety within the scope of this section already qualified and submit a schedule for either the qualification to the provisions of this section or for the replacement of the remaining electrical equipment important to safety within the scope of this section. This schedule must establish a goal of final environmental qualification of the electrical equipment within the scope of this section by the end of the second refueling.outage after March 31, 1982, or by March 31, 1985, whichever is earlier. The rule also provides that the Director of the Office of Nuclear Reactor Regulation may grant requests for extensions of this deadline to a date no later than November 30, 1985, for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for such an extension, such as procurement lead time, test complications and installation problems.. In addition, 10 CFR 50.49(h) provides that each licensee shall notify the Commission of any significant equipment problem that may require extension of the completion date provided in paragraph (g) of this section within 60 days of its discovery.

In compliance with 10 CFR 50.49(g), by letter dated May 20, 1983 Southern California Edison Company (SCE) identified electrical equipment important to safety already qualified and submitted a schedule for either the qualification or for the replacement of the remaining electrical equipment important to safety within the scope of this section. The schedule established a goal of final environmental qualification by March 31, 1985, which is the earlier of the two dates specified by 10 CFR 50.49(g) for San Onofre Unit No. 1.

00 Mr. Kenneth March 27, 1985 On July 30, 1984 and December 21, 1984, SCE filed requests for extension of the schedular requirements of 10 CFR 50.49(g) for installation of certain replacement equipment which cannot be completed by the March 31, 1985 deadline.

These requests for extension were approved by the Director, Office of Nuclear Reactor Regulation by letters dated November 26, 1984 and February 12, 1985.

By letter dated March 15, 1985, SCE requested an extension from the March 31, 1985 deadline to November 30, 1985 for additional equipment. The specific pieces of equipment are two pump motors and ten actuators. The March 15, 1985 letter described SCE's attempts to provide qualification documentation by March 31, 1985 for equipment covered by the rule that is considered qualifiable. This letter further noted that it will take about seven to eight months to develop qualification packages for the pump motors and about one to three months to develop qualification packages for the actuators, based on discussions with the equipment vendors.

For both the motors and the actuators, the licensee stated that the vendors, i.e.,

Westinghouse and Paul Monroe, were being relied upon to develop correlation studies. The enclosures to the March 15, 1985 letter provided justifications for continued operation for this equipment.

The NRC staff has reviewed the March 15, 1985 submittal and concludes that the request for extension is timely, within the scope of 10 CFR 50.49(g) and demonstrates good cause for the requested extension. The staff has reviewed the justifications for continued operation and finds them acceptable.

The required implementation date for the specified equipment shall be no later than November 30, 1985.

The request for extension of deadline is hereby granted.

Sincerely, grigna Signed by Harold R. Denton, Director Office of Nuclear Reactor Regulation cc:
