UNITED STATES fNUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 November 26, 1984 Docket No. 50-206 LS05-84-11-025 Mr. Kenneth P. Baskin, Vice President Nuclear Engineering Safety and Licensing Department Southern California Edison Company 2244 Walnut Grove Avenue Post Office Box 800 Rosemead, California 91770

Dear Mr. Baskin:

SUBJECT:

ENVIRONMENTAL QUALIFICATION OF ELECTRIC EQUIPMENT IMPORTANT TO SAFETY -

EXTENSION OF DEADLINE Re:

San Onofre Nuclear Generating Station, Unit No. 1 The regulation cited in 10 CFR 50.49(g) requires that each holder of an operating license issued prior to February 22, 1983, shall by May 20, 1983, identify the electrical equipment important to safety within the scope of this section already qualified and submit a schedule for either the qualification to the provisions of this section or for the replacement of the remaining electrical equipment important to safety within the scope of this section. This schedule must establish a goal of final environmental qualification of the electrical equipment within the scope of this section by the end of the second refueling outage after March 31, 1982, or by March 31, 1985, whichever is earlier. The rule also provides that the Director of the Office of Nuclear Reactor Regulation may grant requests for extensions of this deadline to a date no later than November 30, 1985, for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for such an extension, such as procurement lead time, task complications and installation problems. In addition, 10 CFR 50.49(h) provides that each licensee shall notify the Commission of any significant equipment problem that may require-extension of the completion date provided in paragraph.(g) of this section within 60 days of its discovery.

In compliance with 10 CFR 50.49(g), by letter dated May 20, 1983 Southern California Edison Company (SCE) identified electrical equipment important to safety already qualified and submitted a schedule for either the qualification or for the replacement of the remaining electrical eouipment important to safety within the scope of this section. The schedule established a goal of final environmental qualification by March 31, 1985,.

which is the earlier of the two dates specified by 10 CFR 50.49(g) for San Onofre.

Mr. Kenneth November 26, 1984 On July 30, 1984, SCE filed a request for an extension of the schedular requirements of 10 CFR 50.49(g) for installation of replacement equipment which cannot be completed by the March 31, 1985 deadline. The specific pieces of equipment are three flow transmitters, a temperature sensor and eleven solenoid valves. This letter described SCE's attempts to provide qualification documentation for all plant equipment covered by the rule and the conclusion that the above items should be replaced. The letter further noted that procurement of qualified replacements will take approximately 10 months, based on discussions with equipment vendors.

Enclosures 1, 2 and 3 to the July 30, 1984 submittal provided bases for continued operation for those pieces of equipment. Supplemental information concerning some of the justifications was provided by letter dated November 3, 1984.

The staff has reviewed the July 30, 1984 and November 3, 1984 submittals and concludes that the request for extension is timely, within the scope of 10 CFR 50.49(g) and demonstrates good cause for the requested extension.

The staff has reviewed the justifications for continued operation and finds them acceptable. The required implementation date for the specified equipment shall be no later than November 30, 1985.

The request for extension of deadline is hereby granted.

Sincerely, Original Signed BY E. G. Case Harold R. Denton, Director Office of Nuclear Reactor Regulation DISTRIBUTION Docket JNGrace NRC PDR ACRS (10)
