Docket No. 50-206 Environmental Qualification of Electrical Equipment San Onofre Nuclear Generating Station Unit 1 By letter dated December 27, 1984, the NRC staff requested licensees to indicate their compliance with 10 CFR 50.49. Particularly, the letter requested certification that (a) the licensee has in place and is implementing an environmental qualification program that will satisfy the requirements of 10 CFR 50.49 within the currently approved schedule for the plant without further extension; (b) the plant has at least one path to safe shutdown using fully qualified equipment or has submitted a justification for continued operation (JCO) pending full qualification of any equipment not fully qualified; and (c) all other equipment within the scope of 50.49 is either fully qualified or a JCO has been submitted pending full qualification. The purpose of this letter is to provide SCE's certification of compliance for San Onofre Unit 1.

In response to item (a), SCE has in effect an environmental qualification program which satisfies the requirements of 10 CFR 50.49.

The program will be implemented in accordance with the schedule of 10 CFR 50.49 with the exception of those items requiring an extension. Extension requests for a number of equipment items were transmitted to the NRC by letters dated July 30 and December 21, 1984. Both extension requests were approved by the NRC and documented in their letters dated November 26, 1984 and February 12, 1985. In summary, the environmental qualification of all equipment will be completed by March 31, 1985 with the exception of the extension request items which will be completed by November 30, 1985. -2 Preventive Maintenance Program and maintenance procedures will be revised to comply with the environmental qualification documentation as necessary prior to the required maintenance of the qualified equipment. It should be noted, however, that since we are currently assembling the qualification documents for those equipment items which we believe are qualified, there is the possibility that additional problems could be identified which would necessitate another request for extension. Also as we proceed with the necessary engineering, procurement and construction to replace equipment which cannot be qualified by November 30, 1985, there is the possibility that unforeseen circumstances, such as procurement problems or equipment failures could prevent implementation of a given item, at which time we would be forced to request an additional extension. At this time we know of no such case.

In response to item (b), San Onofre Unit 1 equipment is either qualified or a JCO exists.

For the equipment that is qualified, the documentation demonstrating qualification will be available by March 31, 1985.

For the equipment which is not qualified, it will be replaced by November 30, 1985 as indicated by the extension requests dated July 30, 1984 and December 21, 1984. Justifications for continued operation have been provided for the unqualified equipment items by letter dated November 3, 1984 and the extension request letter dated December 21, 1984.

In response to item (c), JCO's have been provided for all the equipment in the environmental qualification program for San Onofre Unit 1.

The justifications were submitted to the NRC in letters dated November 3 and December 21, 1984. As previously indicated, qualification documentation for equipment will be in place by March 31, 1985 or the equipment will be replaced by November 30, 1985.

It should be noted that the qualification of Regulatory Guide 1.97 equipment is not governed by the 10 CFR 50.49(g) schedule. That equipment will be addressed during the Regulatory Guide 1.97 review process, unless the equipment was previously identified as part of the environmental qualification effort. Previously identified equipment will be qualified in accordance with the above schedules.
