SUBJECT:
SAN ONOFRE 1:
SAFETY EVALUATION FOR ENGINEERED SAFETY FEATURES SINGLE FAILURE ANALYSES (TAC NO. 66405)
Dear Mr. Baskin:
During our meeting on October 9, 1987, SCE identified single electrical failure scenarios, each of which could prevent the Engineered Safety Features (ESFs) performing their designed safety function required during postulated design basis transients and accidents. In this meeting, you described correct ive actions being taken to ensure continued operation of the ESFs for all the identified single failure scenarios. By letter dated October 16, 1987, you submitted the single failure analysis of the ESF presented during the meeting.
This analysis used a moderator temperature coefficient (MTC) which is valid until December 14, 1987. The staff reviewed this submittal and accepted your justification for continued operation until December 14, 1987.
By letters dated December 1, 8 and 9, 1987, SCE provided analyses justifying operation of San Onofre Unit 1 for the remainder of the current operating cycle. The NRC staff has evaluated this information and has concluded that your justification for operation for the remainder of the current cycle is acceptable.
The staff's Safety Evaluation is enclosed. If you have questions, please contact me.
Sincerely, George W. Knighton, Director Project Directorate V Division of Reactor Projects -
III, IV, V and Special Projects Office of Nuclear Reactor Regulation
