PALO VERDE NUCLEAR GENERATING STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI) INSPECTION REPORT 05000528/2013010, 05000529/2013010, 05000530/2013010, AND 07200044/2013001

Dear Mr. Edington:

A team inspection was completed of your dry cask storage activities associated with your Independent Spent Fuel Storage Installation (ISFSI) on February 17 - 22, 2013. An exit was conducted with your staff to discuss the findings of the inspection on February 21, 2013.

Inspectors continued to observe cask related loading activities on February 22, 2013 before leaving the site. The inspection was conducted to confirm compliance with the requirements specified in the NAC International (NAC) Universal Multi-Purpose Canister System (UMS)

Certificate of Compliance No. 1015 and the associated Technical Specifications, the NAC-UMS Final Safety Analysis Report (FSAR), and the regulations in 10 CFR Part 20 and Part 72.

The inspection reviewed the areas of radiation safety, cask thermal monitoring, quality assurance, corrective action program, safety evaluations, cask maintenance, and ISFSI loading operations. The inspection included the review of changes made to your ISFSI program since the last U.S. Nuclear Regulatory Commission (NRC) inspection and of activities associated with the loading of your 101st cask, which was underway at the time of this inspection. A considerable portion of the inspection included observation of work activities on back-shift during the loading of Cask #101. This included the movement of spent fuel into the canister and the welding associated with the lid-to-shell weld. The cask loading operations were well managed and your staff was very helpful in providing information to the inspection team. Good radiological controls were observed and workers coordinated effectively with the radiation protection staff to minimize their personnel exposure during the work effort. No violations of NRC regulations were identified.
