MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -

QUAD CITIES NUCLEAR POWER STATION

Dear Mr. Pardee:

On August 14, 2008, the NRC staff completed its performance review of the Quad Cities Nuclear Power Station for the first half of the calendar year 2008 assessment cycle. Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous 12 months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.

This performance review and enclosed inspection plan do not include security information. A separate letter designated and marked as "Official Use Only--Security Information" will include the security cornerstone review and resultant inspection plan.

Plant performance for the most recent quarter for both Quad Cities Units 1 and 2 was within the Licensee Response column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). Therefore, we plan to conduct reactor oversight process (ROP) baseline inspections for Quad Cities Units 1 and 2.

Additionally, the staff has determined that the substantive cross-cutting issue identified in the Mid-cycle Assessment letter dated August 31, 2007, in the area of human performance with a cross-cutting theme in the aspect of documentation H.2(c) will be closed. Although there were ten Green findings with a documented cross-cutting aspect in human performance during the assessment period and four of the findings shared the common cross-cutting aspect of failure to provide complete, accurate and up-to-date procedures H.2(c), our inspectors have reviewed the Quad Cities cross-cutting issue corrective action plan, monitored the execution of the corrective actions, and have determined that sufficient progress has been demonstrated to support closing the substantive crosscutting issue.

C. Pardee The staff notes that sustained licensee progress will require continued strong management involvement given the number of findings in the human performance area and the continued presence of the cross-cutting aspect. We will continue to monitor your performance in this area during NRC baseline inspections.

The enclosed inspection plan details the inspections, less those related to security, scheduled through December 31, 2009. The inspection plan is provided to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite.

Routine resident inspections are not listed due to their ongoing and continuous nature.

Additional inspections scheduled include: component design basis, triennial fire protection, independent spent fuel storage installation (ISFSI), and initial license examination. The inspections in the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle review.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
