OF THE JULY 12, 2007 CATEGORY 2 PUBLIC MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND THE EXPERT PANEL FOR THE WOLF CREEK ADVANCED FINITE ELEMENT ANALYSES (FEA)

On July 12, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 2 public meeting with industry representatives. The meeting was conducted by means of teleconference with presentations available through a webcast. A list of attendees, and the NRC staff presentation, NRC contractor presentation, and industry presentation are enclosed.

The meeting was a continuation of ongoing discussions between industry representatives and NRC staff regarding the likelihood that pressurizer nozzle dissimilar metal welds susceptible to stress corrosion cracking will leak before potentially rupturing under certain conditions.

The meeting specifically provided the NRC staff with the opportunity to ask questions and provide initial comments on the industry draft report submitted to the NRC on July 10, 2007.

The NRC staff stated that there had not been sufficient time to conduct a detailed review but did state that case 17 is under evaluation and that the results of the surge line seem to be sensitive to the applied weld residual stresses (WRS). Battelle Memorial Institute and Dominion Engineering, Inc. provided two presentations on their WRS validation efforts of the European Union round robin study on dissimilar metal butt weld WRS modeling and measurements.

Questions were posed regarding how the industry intends to address WRS uncertainties considering their validation efforts showed varied results and in light of the comments made by the Advisory Committee on Reactor Safeguards on July 11, 2007.
