OF NOVEMBER 15, 2005, CATEGORY 1 MEETING WITH PPL TO DISCUSS THE LICENSEES PROPOSED EXTENDED POWER UPRATE (EPU) SUBMITTAL RELATED TO FLOW INDUCED VIBRATION AND REACTOR PRESSURE VESSEL STEAM DRYER ANALYSIS (TAC NOS.

On November 15, 2005, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PPL at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss information regarding PPLs proposed EPU application in the areas of its (1) flow induced vibration evaluation and (2) reactor pressure vessel steam dryer analysis.

PPL presented information on its schedule and strategy for submitting its EPU application, projected for March 2006. PPL discussed their plan to uprate in a two-step process which would cover two refueling cycles. They provided an overview of their current plan to evaluate the most likely problematic locations for increased flow induced vibration (FIV) effects by focusing on main steam, condensate, feedwater, extraction steam, and feedwater heater drain systems. PPL also described their installed piping instrumentation as well as their ongoing initiatives for inspections and continued monitoring. The NRC recommended that PPL consider industry experience on best practices for the proper placement of instrumentation on the most susceptible locations. PPL emphasized that they will try to get as much baseline data on their instrumentation prior to implementation. Based on their latest results in support of their FIV evaluation, PPL indicated that (1) low vibration responses have been observed at the most susceptible locations, (2) moderate vibration responses have been observed in the recirculation system piping, but are still well within acceptable levels, and (3) the observed data will provide the inputs for future monitoring locations.

PPL also presented information related to their reactor pressure vessel steam dryer analysis by providing an overview of the characteristics of the curved hood steam dryers as well as other EPU-specific design considerations at SSES 1 and 2. PPL indicated that their overall approach and method of analyzing steam dryer cracking is based on industry experience and will assess both current and predictive loads.

The business portion of the meeting concluded with a discussion of the licensees overall EPU submittal plan. The NRC staff recommended that the licensee provide as much detail and applicable data in their application to support a thorough acceptance review.

One member of the public was in attendance, representing the State of Pennsylvania. The member of the public chose not to complete a Public Meeting Feedback form (NRC Form 659) which was available at the meeting. Attachment 1 is a list of the meeting attendees, and is a copy of the licensees slides presented at the meeting.
