SUMMARY

OF THE MAY 26, 2005, PUBLIC MEETING TO DISCUSS THE RESULTS OF THE 95003 INSPECTION CONDUCTED AT PERRY FROM JANUARY THROUGH MAY 2005 On May 26, 2005, the Nuclear Regulatory Commission (NRC) held a public meeting at the Quail Hollow Resort in Painesville, Ohio. The meeting was between the NRC Headquarters Management, Region III Management and IP 95003 Team Leads, and FirstEnergy Nuclear Operating Companys Perry Management to discuss the results of the 95003 inspection conducted at Perry from January through May 2005. The meeting notice, NRC presentation, and licensee presentation can be found in ADAMS as ML051330317, ML051520311, and ML051520283 respectively. A list of NRC and licensee meeting participants can be found in the attached Enclosure.

The NRC began the meeting with an overview of the NRCs Reactor Oversight Process, the Action Matrix, and the scope and goals of a 95003 inspection. This was followed by a discussion of the results of the 95003 inspection at Perry and the teams subsequent assessment of Perrys performance. The NRC concluded with a discussion of upcoming activities at Perry and contact information for members of the public.

The licensees presentation responded to the 95003 teams assessment of the licensees performance and specifically addressed their efforts to resolve the issues identified by the 95003 inspection team. The licensee described their activities during the recent refueling outage, including hardware improvements designed to improve equipment performance. The licensees management described their Performance Improvement Initiative, how it works, and the implementation status.

FirstEnergy Nuclear Operating Company At the conclusion of the meeting, time was allotted for public comments and questions. Several members of the licensees staff asked questions of the NRC regarding the process by which we assess plant performance and the regulations and standards to which we base our assessments.
