SUMMARY

OF JUNE 29, 2017, PUBLIC MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING A PROPOSED LICENSE AMENDMENT REQUEST FOR PERRY NUCLEAR POWER PLANT, UNIT 1, TO REVISE THE FLOODING LICENSING BASIS (CAC NO. MF9777)

The U.S. Nuclear Regulatory Commission (NRC) conducted a Category 1 public meeting with representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee) on June 29, 2017. The purpose of the meeting was to discuss an upcoming license amendment request (LAR) to revise the flooding licensing basis for the Perry Nuclear Power Plant site.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17164A089. The meeting notice is also posted on the NRC public website. The attendance list for the meeting is enclosed. FENOC's presentation slides are available at ADAMS Accession No. ML17187A574.

During the meeting, FENOC stated that it is in the process of reconstituting the site design basis minor stream probable maximum flood (PMF) and local intense precipitation (LIP) analyses. As a result, it plans to submit an LAR request to add a technical specification section to use a time-based warning method. FENOC also plans to propose the incorporation of barriers, e.g.,

permanent ramps, door thresholds, and permanent or temporary flood panels. FENOC will use the FL0-2D computer program for LIP analysis reconstitution. The FL0-2D program uses an unsteady state modeling technique, which is a change in the analytical methodology.

Therefore, an amendment request will be necessary. FENOC also mentioned the potential for requesting exemptions to permit the crediting of all building exteriors as flood boundaries and crediting of the nonsafety-related plant storm and roof drain systems for event mitigation.

The NRC staff asked clarifying questions about the PMF and LIP analyses. The NRC staff asked if FENOC is using site-specific probable maximum precipitation (PMP) for the analyses.

FENOC stated that it is reconstituting the design basis using the design basis PMP, which is Hydrometeorological Report No. 33 (HMR 33) from the U.S. Army Corp of Engineers. The NRC staff inquired if the HEC-RAS [Hydrologic Engineering Center's River Analysis System] model was being applied in a 2D or 1D mode to analyze the streams. FENOC stated that it is applying HEC-RAS in 1D mode. The NRC staff asked if FENOC considered the effects of debris blockage of storm drains. FENOC responded by stating that there is not a lot of debris within the LIP boundary, and that the analysis conservatively assumes 50 percent block,age of all storm drains.

FENOC and NRC staff noted that the FL0-2D computer program has only been submitted to the NRC as part of beyond-design-basis external hazard calculations that do not follow Appendix B to Title 1O of the Code of Federal Regulations Part 50. Because this is the first Appendix B application of FL0-2D for a design basis event, the NRC staff suggested that

FENOC include a brief discussion of the software package and its Appendix B process. In response to NRC staff questions, FENOC stated that the Appendix B certification process was performed by a third-party vendor.

FENOC currently plans to submit the LAR and exemption requests in December 2017.

No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given an opportunity to communicate with the NRC during the public meeting before adjourning. The NRC staff received no public comments and no meeting feedback forms.
