OF NOVEMBER 9, 2016, PUBLIC TELECONFERENCE CALL WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING UPCOMING PERRY NUCLEAR POWER PLANT, UNIT 1 LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO SUPPORT IMPLEMENTATION OF ALTERNATE SOURCE TERM AMENDMENT (CAC NO.

The U.S. Nuclear Regulatory Commission (NRC) conducted a Category 1 public teleconference call with representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee) on November 9, 2016. The purpose of the call was to discuss Perry Nuclear Power Plant, Unit 1 's upcoming license amendment request (LAR) to revise certain technical specifications (TSs) in support of implementation of the alternate source term (AST) amendment that was issued in March 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15075A139). A list of attendees is enclosed.

Summary of Teleconference Call:

On November 9, 2016, staff from the NRC conducted a public teleconference call with representatives from FENOC to discuss an upcoming LAR to revise certain TSs to support implementation of the AST amendment.

During the teleconference call, FENOC described the changes it plans to request for certain TSs and the basis for the changes. Below is a list the proposed changes as discussed during the call.

References to "movement of recently irradiated fuel assemblies" will be deleted from the following TSs:

o TS 3.3.6.1, "Primary Containment and Drywell Isolation Instrumentation" o

TS 3.3.7.1, "CRER System Instrumentation" o

TS 3.6.1.2, "Primary Containment Air Locks" o

TS 3.6.1.3, "Primary Containment Isolation Valves (PCIVs)"

o TS 3.6.1.10, "Primary Containment-Shutdown" o

TS 3.6.1.11, "Containment Vacuum Breakers" o

TS 3.6.1.12, "Containment Humidity Control" o

TS 3.6.4.1, "Secondary Containment" o

TS 3.6.4.2, "Secondary Containment Isolation Valves (SCIVs)"

o TS 3.6.4.3, "Annulus Exhaust Gas Treatment (AEGT) System" o

TS 3.7.3, "Control Room Emergency Recirculation (CRER) System" o

TS 3.7.4, "Control Room Heating, Ventilating and Air Conditioning (HVAC) System" o

TS 3.8.2, "AC Sources-Shutdown" o

TS 3.8.5, "DC Sources-Shutdown" o

TS 3.8.8, "Distribution Systems-Shutdown" The following TS will be revised to increase the allowable secondary containment bypass leakage rate:

o TS 3.6.1.3, "Primary Containment Isolation Valves (PCIVs)"

The following TSs will be revised to change the runtime requirements:

o TS 3.6.4.3, "Annulus Exhaust Gas Treatment (AEGT) System" o

TS 3.7.3, "Control Room Emergency Recirculation (CRER) System" The following TSs will be deleted because they are no longer necessary:

o TS 3.7.8, "Fuel Handling Building" o

TS 3.7.9, "Fuel Handling Building Ventilation Exhaust System" The following TS will be added (new):

o TS 3.9.10, "Decay Time" The following TS will be revised to remove references to the fuel handling building as well as to increase the relative humidity value for the charcoal adsorber:

o TS 5.5.7, "Ventilation Filter Testing Program" The NRC staff asked clarifying questions about the proposed LAR regarding whether any additional changes are being made to AST methodology, if the environmental qualification of any electrical equipment is affected, and the safety qualification and future testing of the fuel handling building ventilation exhaust system. FENOC answered the staff's questions during the teleconference call.

No regulatory decisions or commitments were made during the meeting. The public was invited to participate in the call and was given an opportunity to communicate with the NRC before the call ended. The NRC staff received no public comments and no meeting feedback forms were received.
