Dear Sir:

This application for an amendment to the James A.

FitzPatrick Technical Specifications proposes changes to Technical Specifications 3.5.B, 4.5.B, and Basis 3.5 on pages 115a, 116, and 127. These changes clarify that the 30 day allowable out-of-service time is for the RHR Service Water System only and does not apply to the RHR pumps or spray loop. Additional changes improve the structure and readability of the Technical Specifications.

These changes are purely administrative in nature.

They clarify the intent of the Technical Specifications, improve the consistency within the Technical Specifications, and assure a more conservative interpretation of the specification's action times.

The changes do not involve modification of any existing equipment, systems, or components; nor do they relax any administrative controls or revise limitations imposed on existing plant equipment.

This application for an amendment partially resolves NRC Open Item 88-29-01 and is one of the Technical j I

Specification corrections described in Reference 1.
