Dear Sir:

' This application proposes to revise the James A. FitzPatrick Nuclear Power Plant Technical Specifications to incorporate two distinct changes. The first change reflects the LPCI (Low Pressure Coolant Injecuon) loop-selection-logic modification installed during the Reload 1/ Cycle 2 refueling outage. The second change eliminates the need for redundant and unnecessary surveillance testing by making the terminology used consistent with existing operability criteria.

LPCI Pump Flow Surveillance The first change revises the specifications to reflect LPCI loop-selection-logic modifications installed during the Reload 1/ Cycle 2 refueling outage. Specifically, the minimum allowable LPCI pump surveillance test flow is revised to reflect the altered hydraulic characteristics of the LPCI {

system.

' In Reference 1, the Authority submitted similar changes to the FitzPatrick Technical Specifications. Reference 1 was subsequently withdrawn by Reference 2. This amendment is one of the Technical Specification corrections committed to by the Authority in Reference 3.

Demonstrate / Verify Terminology The second change clarifies the use of the terms " demonstrate" and " verify." The consistent usage of these two terms will eliminate the need for redundant and unnecessary surveillance testing. The proposed terminology is consistent with existing Specification 4.0.C, Bases 4.0 A through 4.0.D, and an NRC Generic Letter on the term operable.

These changes are closely related to another proposed change on containment cooling mode requirements, (JPTS-84-006), submitted separately. The Authority suggests that the NRC staff review and approve both proposals together.

Enclosed for filing is the signed original of a document entitled " Application for Amendment to Operating License," with Attachments I and 11 thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
