Attachment 1 to this letter transmits a change to the Intergranular Stress Corrosion Cracking Weld Inspection Program.

This program was originally described in Reference 1. The change affects only the method of expanding the sample size as agreed in conversations with your staff.

o IGSCC Weld Inspection Program Methodology for Expansion of the Inspection Sample Inspections are being performed based on the weld categories as defined in the draft revision 2 to NUREG-0313. If indications are found, expansion of the initial inspection sample will also be based on weld categories. The number of welds in the initial inspection sample are given in the Authority's letter dated October 28, 1986 (JPN-86-49). The methodology for expansion of inspection samples are given below.

Category A Welds: If indications are found in any Category A weld in the initial inspection sample, an additional group of Category A welds, approximately equal in number to the initial sample, will be inspected (i.e. the total number of welds inspected is doubled). If indications are found in any weld in the second sample, all Category A welds will be inspected.

Category B Welds: There are no welds in this category in the FitzPatrick plant.

Category C Welds: Expansion of the category C weld inspection sample will be the same as that for category A welds. However, if indications are found in an end cap weld, the Authority may propose an alternate expansion methodology for NRC review and approval, based on the unique construction of end cap welds.

Category D Welds: Expansion of the Category D weld inspection sample will be the same as that for Category A welds.

Category E Welds: All welds in this category will be inspected.

Category F Welds: There are no welds in this category in the FitzPatrick plant.

Category G Welds: Expansion of the Category G weld inspection sample will be the same as that for Category A welds.
