This refers to the special safety inspection conducted by Messrs. J. A. Gavula and I. -T. Yin of this office and Mr. J. R. Fair of Headquarters from September 15 i

through November 13, 1986, of activities at the Byron Station, Units 1 a'nd 2, authorized by NRC Operating Licenses No. NPF-37 and No. NPF-60 and to the

discussion of our findings with Mr. P. Donavin at the conclusion of the t

inspect *on.

Personnel from the Illinois-Department of Nuclear Safety participted in this inspection.

-On December 17, 1986, the NRC met with members of the State of Illinois'

~

Governor's staff, Commerce Commission, and Department of Nuclear Safety.

The

< purpose of this meeting was to discuss CIE's concerns and the results of this inspection.

!

i-The enclosed copy of our inspection report identifics areas examined during the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and interviews with-personnel.

J During this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice.

The inspection showed that action had been taken to correct the identified violation and to prevent-

recurrence.

Our understanding of your corrective actions are described in

,

your letter to us dated December 1, 1986.

Consequently, no reply to the L

violation is required and we have no further questions regarding this matter at j

this time.
