On March 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Byron Station. On April 12, 2024, the NRC inspectors discussed the results of this inspection with H. Welt, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Byron Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk-significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

60855 - Operation Of An ISFSI Operation Of An ISFSI
- (1) The inspectors evaluated the licensees independent spent fuel storage installation (ISFSI) cask loading activities from March 11 through March 14, 2024. Specifically, the inspectors observed the following activities during the loading of multi-purpose canister (MPC) No. 952:
- heavy load movement of loaded MPC out of the spent fuel pool
- closure welding and nondestructive evaluations
- forced helium dehydration
- radiological field surveys
- heavy load lift into stack-up configuration
- downloading loaded MPC into overpack The inspectors performed walkdowns of the ISFSI pad and walkdowns of the ISFSI haul path.
The inspectors evaluated the following:
- spent fuel selected for loading into dry cask storage during this loading campaign
- selected corrective action program documents
- selected 10 CFR 72.48 screenings and evaluations
- changes to the site's 10 CFR 72.212 report since the previous inspection
INSPECTION RESULTS
Observation: Review of Corrective Actions for Non-Cited Violation 05000454(05000455)/2023012-01, Relief Valve Scope Testing 71152A The inspectors performed a detailed review of Issue Report (IR) 4712019, NCV 05000454(05000455)/2023012-01, Relief Valve Scope Testing. The IR was written in response to a green finding and associated non-cited violation (NCV) for the failure to comply with a procedure as written. The station determined the failure to complete a step in BMP 3100-23, IST Crosby Safety/Relief Valve Bench Testing, was contrary to the stations requirements of HU-AA-104-101, Procedure Use and Adherence (PUA), and contributed to the untimely scope expansion testing.
The inspectors concluded that the licensees actions taken in accordance with their correction action program were reasonable given the overall safety significance of the issue. Corrective Action Program (CAP) actions were focused on reinforcing the standards of PUA and work package close out within the Mechanical Maintenance Department (MMD) and revising procedures to remove the self-imposed expansion scope timeframe.
During the review of the IR, the inspectors identified additional minor issues with PUA or CAP closure documentation. These work products collaborated on by individuals from MMD, maintenance planning, programs engineering, regulatory assurance, and others, contained several issues pertaining to PUA and PI-AA-125, Corrective Action Program (CAP)
Procedure. The failure to complete documentation as required for one corrective action (CA)resulted in the CA being rejected during a subsequent monthly scheduled CA review, weeks after the CA was marked complete (Action Tracking Item (ATI)-11). Multiple gaps were identified in the Organizational Effectiveness Evaluation required per one CA (ATI-05),despite requiring review and approval by a senior leadership team member or designee.
Closure documentation for one CA was not retrievable by the inspectors nor Regulatory Assurance when requested (ATI-04).
Many CAs focus on PUA weaknesses, particularly within MMD. The extent of condition performed under the IR investigation reviewed similar procedures and valve performance analyses, but did not include aspects related to PUA, despite this being listed as a cause of the finding and NCV. While not necessarily prescriptive of a broader issue, the inspectors find it prudent to elucidate the gaps in PUA that occurred during the implementation of the CAs, as noted in our observations.
No findings or violations of NRC requirements of more than minor safety significance were identified by the inspectors in the course of this review.
