As a result of the inspection conducted on March 1-31, 1986, and in accordance with the " General Policy and Procedures for NRCrEnforcement Actions," 10 CFR Part 2, Appendix C (1985),' the following violation was identified:

Technical Specification 3.3.3.9 requires that the Station Blowdown Line Radioactive Liquid Effluent Monitor (0RE-PR010) be operable at all times or else follow Action Statement 32 of Table 3.3-1 Actior.-Statement 32 of Table 3.3-12 requires that, with ORE-PR010 inoperable, effluent releases may continue provided grab samples are obtained from the Circulating Water (CW) line and analyzed at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. Effluent releases witn monitoring of CW blowdown via grab samples may continue for up to 30 day Contrary to the above, from 1508 on January 29, 1986 to 0715 on January 30, 1986, CW blowdown was in progress for more than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, with ORE-PR010 inoperable and without a grab sample being taken and analyzed. The inspection showed,that Ntion had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation
