NRC INSPECTION REPORT N05. 50-424/88-14 AND 50-425/88-11 Thank you for your response of April 29, 1988, to our Notice of Violation issued on March 30, 1988, concerning activities conducted at your Vogtle facility.

We have evaluated your response and found that it meets the requirements of 10 CFR 2.201.

We will examine the implementation of your corrective actions during future inspections.

As indicated in your response it may appear that the Notice of Violation for Inspection Report No. 50-424/88-14 forwarded by our letter dated March 30, 1988, refers to Plant Vugtle Unit 2.

However, our letter was intended to forward the inspection report which is applicable to both Plant Vogtle Units 1 and 2.

As you indicated the violation numbers in the inspection report are only annotated against Plant Vogtle Unit 1, 50-424.

There were inspection follow up items annotated against both Plant Vogtle Units 1 and 2.

Additionally, the violation detailed in paragraph 14 was designated as 50-424/88-14-01, and we appreciate your bringing it to our attention.

In accordance with the provisions of 10 CFR 2.201, Georgia Power Company (GPC) hereby submits the enclosed infomation in response to NRC Inspection Report 50-424/88-14 which concerns the inspection conducted by Messrs.

A.

Tillman and D.

Thompson of the NRC Region II staff on February 22-26, 1988.

A copy of this response is being provided to the NRC Region II office for review.

We believe that the Notice of Viniation for NRC Inspection Report 50-424/88-14 (as submitted by NRC Region II letter dated March 30, 1988)

incorrectly refers to Plant Vogtle Unit 2 by docket number and as a resul t implies that it is in violation also.

The Inspection Report

" Detail s" section specifically identifies the violations as being applicable to Plant Vogtle Unit i

by the violation designators

"50-424/88-14-02,"

"50-424/88-14-03,"

"50-424/88-14-04,"

and

"50-424/88-14-05."

While Paragraph 14 in the Report Details section of the subject inspection report does not contain a violation designator, it is our belief that the violation in question pertained to Plant Vogtle Unit I and should have been designated as 50-424/88-14-01 Accordingly, our response addresses only Plant Vogtle Unit 1.

In each of the enclosures, transcription of the NRC violation precedes GPC's response.

The infomation contained in the enclosures is safeguards infomation and, in accordance with 10 CFR 2.790 and 10 CFR 73.21, should not be placed in the NRC Public Document Room.
